The Corporation of the Township of Malahide wishes to explore its options with respect to the provision of high speed, reliable and cost efficient connectivity to its facilities including Fire and Emergency Services and surrounding area. The Township requires a qualified Consultant to conduct a Feasibility Study to determine the best option for the purpose of point to point, or point to multi point wireless area network, and develop a Business Plan to identify cost savings. The Consultant will be responsible to provide relevant, accurate information in a timely fashion in a fiscally responsible manner.
 
The Township is seeking a consultant who is able to fully comprehend the various aspects of the project and is able to efficiently and effectively execute the project while managing the risks throughout the delivery cycles.  The consultant should be proficient in the broadband service delivery process.
 
The consultant should be able to accurately model and undertake sufficient preliminary designs so as to accurately complete the feasibility study and business plan.  Drawing on their knowledge and experience, the consultant should be able to identify and cost the various alternatives to provide realistic financially viable options which may be required to address any “alternative considerations” during implementation.
 
The Township’s schedule and need for efficiency should not be taken as a sign it intends to sacrifice quality.  The consultant should have the ability to manage risks throughout the project delivery to ensure the Township receives a quality product and a fiscally sound viable alternative in a timely fashion.
